That is how governments work.

Imagine you run a hoagie shop and want to hire all the people you know so they have good jobs. Then your hoagie shop starts losing money because you're spending too much. So you decide to raise your prices and put a gun to everyone's head that they have to buy your pizza. That is how governments work.
